Take the ZIP code 00501. Five digits, and every one of them is telling the Postal Service something.
The leading zero says: a general geographic area in the eastern part of the country. The next two digits point to a sorting hub on Long Island. The last two narrow it to a single delivery point so specific that it belongs to exactly one recipient: an Internal Revenue Service facility in Holtsville, New York, according to USPS Postal Facts.
That’s the whole trick of a ZIP code. It’s a set of nested instructions, read left to right, that tells sorting machines which region, which processing plant, and which local office should handle your letter.
The short version: the first digit picks a broad slice of the map. The first three together name a regional sorting hub, and the last two identify the local post office or delivery area. The optional four extra digits go further still, down to one side of a street.
The ZIP code system was designed with deliberate intent, to help an overstressed post office sort and deliver the mail.
The first digit sends your mail east or west
Start with the number farthest to the left.
USPS describes the first digit as running from 0 in the east to 9 in the west, grouping states along the way.
Why bother encoding geography into a single digit? Because of scale. In 2025, USPS reports it processed and delivered an average of 361.1 million mailpieces a day.
A machine scanning a barcode needs to decide, almost instantly, whether a piece belongs in an eastbound, westbound, or central stream. The first digit lets it make that call without reading another character of the address.
One thing the first digit is not: a political boundary. These first-digit regions follow shipping and travel routes, not state lines, which is why some states get split across zones and why a ZIP code rarely lines up cleanly with a congressional district or a county.
The first three digits name a sorting hub
Now add the second and third digits.
USPS explains that the first three digits of a ZIP Code correspond to a Sectional Center Facility. A Sectional Center Facility is a regional processing plant that serves a cluster of nearby post offices. It sits at the middle rung: bigger than a town, smaller than a whole zone.
When a tray or container of mail moves between processing plants, those first three digits are often the only thing the early sorting passes act on. An SCF gathers mail for a group of post offices in its territory, then hands it down to the right local office once the remaining digits come into play.
This is also why an incorrect three-digit prefix is expensive. Send a tray to the wrong SCF and the mistake spreads through the rest of the delivery system before anyone catches it.
The hub matters more as USPS reworks its processing networks under its Delivering for America plan. Whatever gets consolidated or automated, the three-digit prefixes stay put; they’re the address language the new machines still have to read.
And the machines keep getting hungrier. USPS says its national package processing network, including its largest facility, raised daily capacity from 60 million to 88 million pieces by adding 614 new sorters over the past five years.
The last two digits find your local post office
The fourth and fifth digits complete the basic picture. According to Postal Facts, they identify specific post offices within the regional area the first three digits define.
A five-digit ZIP does not merely name a town. It names the mailing station or delivery area responsible for your address, from the Postal Service’s point of view.
Which explains a common source of confusion: a ZIP that “belongs” to one city may route through a delivery office in a neighboring one. The Postal Service is following its routes.

The IRS example shows the system’s flexibility. USPS’s most recent count puts the number of ZIP Codes in use at 41,550, out of 100,000 possible five-digit combinations, so there’s plenty of room to hand a single high-volume building its own code when the mail volume justifies it.
The four extra digits: down to one side of a street
Everything so far gets your letter to a local office. The four digits after the hyphen tell a carrier where to walk.
According to the Domestic Mail Manual, the nine-digit ZIP+4 is the fullest version of the code, combining the original five digits with a hyphen and four more. The sixth and seventh digits mark a sector; the eighth and ninth mark a smaller segment inside it.
What does a segment look like on the ground? The manual is refreshingly concrete. Those four digits can identify “a side of a street between intersections, both sides of a street between intersections, a building, a floor or group of floors in a building, a firm within a building, a span of boxes on a rural route, or a group of Post Office boxes to which a single USPS employee makes delivery.”
So the four digits usually don’t point to one address. They point to a small cluster that a carrier handles together.
Group six to twenty stops into one code and you can bundle their mail in walk sequence. Fewer wrong porches, faster routes.
Because those digits track carrier routes, they change when routes change. New subdivisions get built, old buildings come down, volumes shift. Smarty notes the +4 can change as often as every 30 days, with roughly 5 percent of addresses seeing theirs move each month, which is why the ZIP+4 reference file of about 30 million records gets refreshed monthly.
ZIP+4 was added in 1983, twenty years after the base code launched in 1963. The five-digit ZIP got you to the neighborhood. The extra four arrived when automation was good enough to sort within it.
The overseas version: APO, FPO, and DPO
Military and diplomatic mail runs on the same digit logic, with a twist.
A sample address runs PFC JOHN DOE, PSC 3 BOX 4120, APO AE 09021. The 09021 is an ordinary five-digit ZIP; AE designates armed forces in Europe, the Middle East, Africa, and Canada. The digits keep the mail inside U.S. networks until a military transport carries it across the border.
The nice side effect: a civilian can address a letter using a familiar ZIP without knowing, or revealing, where the base actually sits.
From digits to barcode to sorted mail
The digits only earn their keep once a machine can read them.
Mailers who want automation discounts have to format their address lists with the correct codes.
For packages, USPS uses the Intelligent Mail package barcode, a barcode holding up to 34 digits. It carries the ZIP and ZIP+4 data that lets sorters route a parcel to the right facility and route.
Miss those formatting requirements and the consequence is direct: you lose the discount, and your mail may move more slowly. The digits, in other words, have a price tag.

What the digits deliberately leave out
Here’s the part that trips people up. The ZIP was built to move mail, not to describe a neighborhood. And those are different jobs.
Because the codes follow delivery routes, they don’t form tidy shapes on a map. The Missouri Census Data Center is blunt: “from the perspective of the USPS, ZIP codes are not and never have been spatial entities. They are simply categories for grouping mailing addresses.”
There aren’t even official maps. HUD’s Cityscape journal notes ZIP boundaries are “problematic, because their boundaries are not created for analytical purposes like other geographies.” The Census Bureau had to build its own rough stand-in, the ZIP Code Tabulation Area, just to “allow mapping, display, and geographic analyses” of something that was never a map to begin with.
It helps to see how much finer other countries carved things. The design choice was ours, and it was contingent, not inevitable.

A UK postcode narrows to dozens of addresses. A Canadian code can land on one condo tower. A U.S. ZIP covers whatever set of addresses makes a sensible delivery route, which in rural country can span dozens of square miles.
Why a routing code became a life-outcomes proxy
Now the strange part. The same imprecise code that USPS built for sorting has become shorthand for opportunity, health, and race, even though it was never designed to bear that weight.
A white paper by the Postal Service’s own inspector general, titled The Untold Story of the ZIP Code, describes an organizing and enabling device that quietly shapes how many systems work and underpins insurance, real estate, and community identity.
That reach cuts in troubling directions. Early credit-scoring models treated ZIP codes as a stand-in for neighborhood traits, building patterns of segregation into formulas that looked neutral. That reporting also notes that ZIP codes can let analysts infer race even though IRS forms never ask.
The tension shows up in policy language. Kate Warren, who now directs Cleveland’s 311 service after working as a research associate at The Center for Community Solutions, has used the Census Bureau’s Opportunity Atlas to show a stark pattern. Where you grew up is linked to how much you earn and whether you end up in prison as an adult.
President Obama put the moral version plainly: “A child’s course in life should be determined not by the zip code she’s born in, but by the strength of her work ethic and the scope of her dreams.”
Notice what the Opportunity Atlas researchers actually measured. Not ZIP codes, but census tracts, precisely because a tract holds together where a ZIP does not.
The averaging problem nobody voted for
The catch with reading meaning into a ZIP is that a route-shaped code blends together everyone it happens to cover.
Dallas ZIP 75206 is one illustration. According to an analysis of postal geography in data, household incomes inside it ran from about $9,700 to $227,000, with an official median near $91,023. It masks both the deep poverty and the wealth.
In Flint, Michigan, reporting found that ZIP-level data initially failed to reveal the true pattern of lead contamination because the ZIPs crossed municipal lines and hid the block-by-block differences.
Federal privacy law even bakes the imprecision in. Under a federal medical-privacy rule (HIPAA’s ‘Safe Harbor’) at 45 CFR 164.514, health data must strip all geographic detail smaller than a state, keeping only the first three ZIP digits, and only where that three-digit area holds more than 20,000 people. In practice: a full ZIP is specific enough to help identify a patient, so the rule throws most of it away.
That’s the paradox packed into five digits. The code is precise enough to route a letter to one side of one street, yet too crude to describe the people living there. It was built to answer a logistics question, and it answers that question beautifully. The trouble starts when we ask it a question it was never designed to hear.
