Government Shutdowns

A government shutdown happens when funding for federal agencies lapses and some operations must stop or continue without pay. It is a result of how the budget and appropriations system works, and it affects federal workers, contractors, benefits, and public services. Congress and the president decide when funding resumes.

People usually ask why shutdowns happen, which services stop and which continue, and what happens to federal employees and their pay. They also ask how benefits such as food and Social Security are affected, who decides what is essential, how agencies reopen, and how shutdowns end once Congress and the president agree.
