Intelligence Oversight

Intelligence oversight is the framework of checks and balances that helps ensure the U.S. Intelligence Community operates lawfully and respects constitutional rights. This oversight is carried out by both the executive and legislative branches, providing accountability through multiple agencies and boards to balance national security with civil liberties.

Executive Branch Oversight

Within the executive branch, the President oversees intelligence activities through key bodies such as the President’s Intelligence Advisory Board (PIAB). The PIAB includes the Intelligence Oversight Board, which investigates intelligence agencies and recommends reforms to ensure compliance with laws and directives. The National Security Council’s Office of Intelligence Programs also guides routine oversight and intelligence policy. Additionally, Inspector General offices within agencies conduct independent audits and investigations to prevent abuse and maintain integrity.

Legislative Branch Oversight

Congress performs oversight primarily through the House Permanent Select Committee on Intelligence and the Senate Select Committee on Intelligence. These committees review intelligence activities, approve budgets, and hold hearings to keep agencies accountable. The President is legally required to keep these committees fully informed, except in extraordinary circumstances when briefings are limited to the bipartisan “Gang of Eight.” Congress also monitors the National Security Council to ensure intelligence activities align with broader foreign policy goals.
