DHS is the federal hub for border security, immigration enforcement, transportation security, and disaster response. Its responsibilities also include coordinating federal help when states and local governments are overwhelmed by emergencies.

Security, Travel, and Identity Rules

DHS helps shape rules for who can enter the country and what travelers must provide. It also supports airport screening and identity standards such as REAL ID enforcement. Disaster Response and FEMA

Within DHS, FEMA coordinates federal disaster assistance after hurricanes, wildfires, and other major emergencies. FEMA works alongside state, local, and nonprofit partners, including groups such as the Red Cross, to deliver relief and recovery support.

What Happens During a Funding Lapse

When DHS funding is interrupted, many core security functions continue because they are treated as essential. That can include law enforcement, maritime protection, airport screening, and some immigration enforcement operations. Other services may slow down, pause, or experience staffing strain if a shutdown lasts long enough.
