Early Intervention Services

Early Intervention Services provide essential support for infants and toddlers from birth to age three who have developmental delays or disabilities, as well as their families. Established under the Individuals with Disabilities Education Act (IDEA) Part C, these services are delivered through coordinated state systems nationwide to promote early development and help children reach important milestones during their critical early years.

Scope of Services

Services focus on key developmental areas including physical, cognitive, communication, social and emotional skills, and self-help abilities. Delivered in natural environments like the child’s home, these interventions are family-centered and tailored to each child’s unique needs. Complementary programs such as Early Head Start expand support by offering comprehensive services to low-income infants, toddlers, and pregnant women, addressing both child development and family well-being.

Eligibility and Evaluation

Children qualify for early intervention if they have diagnosed developmental delays, disabilities, or conditions that put them at risk for delays. After referral, a multidisciplinary team completes an evaluation within 45 days to determine eligibility and develops an Individualized Family Service Plan (IFSP). These evaluations and services are provided at no cost to families, funded by federal and state resources.

Family Partnership and Transition

Families are active partners in early intervention, collaborating with service providers to support their child’s growth within everyday routines. Services emphasize empowering parents and caregivers to foster development in familiar settings. As children near age three, early intervention programs coordinate transitions to preschool special education services, ensuring continuity of care and developmental support.
